County Administration Staff Biographies

County Administrator Anthony J. Romanello, ICMA-CM

Anthony Romanello has spent his career serving local governments in Virginia. He worked for the City of Richmond in various roles from 1992 – 2000 including four years as Assistant to the City Manager. Anthony was Town Manager of West Point from 2000 to 2003. From 2003-2007, he was Deputy County Administrator for Stafford County, Virginia. On January 1, 2008, he became Stafford’s sixth County Administrator.

Anthony earned a Bachelor of Arts in History and American Government from the University of Virginia and a Master of Public Administration from Virginia Commonwealth University. He is a credentialed manager through the International City/County Management Association.

Anthony is an Eagle Scout.

He and his wife, Diane, live in Falmouth with their four children.

Deputy County Administrator Michael P. Neuhard

Mike joined Stafford County as Deputy County Administrator on February 5, 2007. He is a 30-year veteran of Fairfax’s Fire and Rescue Department, is responsible for all Stafford’s community development-related activities, to include Planning, Code, Utilities and Transportation. He is also the Board appointed Purchase of Development Rights Administrator and the Americans with Disabilities Act Coordinator. For the last 10 years, Mike has served on various national, regional, state and county level boards and committees, including Fairfax County Domestic Violence Prevention Policy Coordinating Council, Chair of the Washington Metropolitan Council for Governments Fire Chiefs Committee, and a member of the Virginia Wireless E-911 Services Board. He continues to serve as a local government representative to the Secure Commonwealth Panel by governor’s appointment. Mike also serves as a member of the Virginia E-911 Base Initiative Active Team, and is a member of the Virginia Local Government Management Association.

Mike is a graduate of Mary Washington College with a Bachelor of Liberal Studies degree; he earned an Associate of Applied Science degree from Northern Virginia Community College and is a graduate of Leadership Fairfax, the Weldon Cooper Center’s LEAD Program, and the University of Virginia’s Senior Executive Institute.

He and his family reside in Stafford County.

Tim Baroody Timothy J. Baroody, Deputy County Administrator and Director of Economic Development and Legislative Affairs

Tim joined Stafford County in 2003 as the Director of Economic Development and Legislative Affairs. On January 1, 2008, he was promoted to Deputy County Administrator. He continues to serve as the Director of Economic Development and Legislative Affairs. His primary responsibilities are in the areas of economic development, tourism, legislative affairs, BRAC (Base Realignment and Closure Commission), and Parks and Recreation. Before joining Stafford, he served as the deputy chief of staff and legislative director for the late U.S. Congresswoman Jo Ann Davis and was a legislative aide to U.S. Congressman Bud Shuster of Pennsylvania. Tim has a B.S. in Political Science with a minor in History from Frostburg State University in Maryland. Tim and his family reside in Stafford County.
